Resumen

This thesis analyzes the implementation of equality laws between women and men in the sphere of the local administration of the Valencian Community through the following fields: the role of the public administration in safeguarding the principle of equal treatment and the right to non-discrimination based on sex; the normative guidelines for the application of the principle of equality of women and men in the different material areas of public policies; the competence of local government – specifically, those Valencian – in the promotion of equality between women and men and its crystallization in the Valencian Public System of Social Services, especially in the equality units of the Valencian Equality Network; and, finally, it focuses on equality plans in the local administration as a proximity drive towards effective equality between women and men.
