Enfoque de las primeras comunicaciones gubernamentales sobre COVID-19 en países de Evaprop

Abstract

A comunicação dos responsáveis pela gestão da crise da COVID-19, especialmente na sua fase inicial, foi em grande parte improvisada e constantemente alterada. Este artigo analisa a abordagem global e comparativa da comunicação durante as primeiras declarações oficiais dos governos dos países da Rede Evaprop (Argentina, Brasil, Chile, Colômbia, Costa Rica, Espanha, México e Panamá), seguindo dois momentos-chave da comunicação da OMS no desenvolvimento da crise sanitária. Para o efeito, foi aplicada a análise de conteúdo às técnicas tradicionais de relações públicas utilizadas: comunicados de imprensa sobre o novo coronavírus (primeiro marco, janeiro de 2020) e conferências de imprensa sobre a COVID-19, após ter sido declarada uma pandemia global (segundo marco, março de 2020). Os resultados enquadram as questões abordadas e a abordagem adoptada globalmente e por cada país em ambos os marcos. Para além de mostrarem um interesse temático e uma abordagem diferentes nos dois momentos, as maiores diferenças encontram-se nas mensagens transmitidas nas conferências de imprensa dos principais líderes.
