The purpose of this paper is to examine the legal regime applicable to the establishment in arrears of the Administration due to the delay in the payment of the economic obligations derived from its contractual activity, making reference to the most recent pronouncements that the Supreme Court has made by means of the control exercise when setting cassational doctrine.
