Abstract

This article examines the meaning of public policy and the action undertaken byfarmers and corporate movements at a moment when an expressive increase in the area planted in biofuel is taking place in Brazil. The authors analyze the influence and consequent contradictions caused by different paradigms on public policy and action taken by the organizations involved as well as how specific policy and action provoke change in paradigms. Based on field research, the experience of three farmer movements is evaluated with regard to policy and their relationship to agribusiness: two linked to the Via Campesina and the third being the National Confederation of Agricultural Workers (CONTAG). Based on this analysis, the relationship between material and non-material territory is discussed, comparing realities, theories, concepts and ideologies through paradigmatic debate.
