Resumen

Local Development presents a multidimensional approach, which allows the improvement of its variables through the integration of various disciplines and processes, and in particular, with the use of human talent management as the central axis for change and the incorporation of new knowledge. In turn, the management of human talent based on labor competencies has evolved in such a way that it has become a purely administrative area to a system for the development of organizations and their environment directly. This includes the administration of small enterprises that, with their particularities, manage the organization's most important resource, seen today as its human capital. Based on a previous diagnosis made, the objective is to design a Human Talent Management Model based on labor competencies for enterprises in the city of Portoviejo, Manabí, Ecuador, which affects the improvement of local development. The methodology used was descriptive and explanatory where the historical-logical, analysis-synthesis and inductive-deductive methods were used and as techniques the online survey, observation, document review and interviews with a sample of 108 enterprises that directly affect the local development. The result is the Human Talent Management Model for professionals and entrepreneurs, oriented to the development of their necessary labor competencies to create, manage and satisfy the needs of clients within the framework of local development.
