The procedural legal reform introduced by Law 13/2009 of 3rd of November, which expands on the objectives set in the Preamble, gives to the Judicial Clerk a leading role in the civil process and gives him authority to make decisions on the process such as orders, in order to exercise their new procedural functions, which affects the current system of appeals.
