Abstract

The territory can be transformed into a touristic destination when those unique elements from the region will have the indispensable potential to attract and give uniqueness to the territory by adapting them to the new use. However this transformation has occurred, in many regions, as a spontaneous manner since; or from a higher level (state or regional) there haven’t been measures imposed or form a lower level (local) there haven’t been touristic references included in its regulatory framework. The fruition that ensures the balanced operation in tourist areas is the territorial tourism planning because it combines the territories needs and the tourism needs; improving if it is necessary the economic, social and territorial impacts (positive or negative) which this activity can generate. This study aims to determine whether the new Peñíscola Land-Use Plan 2010, a touristic town in Valencia coast, integrates measures for plan their touristic territory. For this investigation we used the 14 proactive indicators which Exceltur extracted from some Spanish Regional Spatial Plans.The findings of this study suggest that this coastal town achieves a good territorial tourism planning; however, it is also found that there are some restrictive deficiencies faced with the development of this activity, which could produce seriously impacts on the territory.
