Resumo

The Spanish population censuses of 1857 and 1860 were the first to be conducted using a modern methodology. The General Statistics Commission of the Kingdom -created in November 1856- was responsible for their design and execution. In line with the goal of the censuses, the census regulations issued by the Commission placed strong emphasis on conducting a thorough census and on the variable "occupation". However, satisfactory results were not obtained for either of these two central issues in the 1857 census, to the extent that the Commission refused to publish the variable "occupation". In consequence, the first intercensal interval only lasted three years. For the 1860 census, the Commission reinforced the census regulations regarding human and technical resources in order to achieve more acceptable results, with a successful outcome. Census regulations thus represent a suitable means to better assess the human problems of the census population, the technical problems of those responsible for the first censuses and the challenges involved in collecting census data.
