Abstract

This work is a critical study of the most relevant innovations that have been carried out within the framework of reform of the water system in Spain. The most important aspect of this reform is the incorporation of a new "water market" regulated by public administration. The administration doesn’t recognise the non-commercial nature of public water or the system of adjudication of rights and responsibilities. On the other hand, this reform considers desalination and recycling of residual water. This study also looks at the most favourable aspects of this reform, which we find in the incorporation of a completely new section on hydraulic works, and in the correction of some serious defects of the financial system of the 1985 law.
