Resumen

The paper reviews the notion and characterization of common goods as a legal and social framework of water that must be managed from a public perspective, of access to service. And that framework supports the Water Tribunal, as it is characterized as an organization based on its own rules and on the self-management capacity of its irrigation communities, whose resolutions must be respected, and are recognized by Spanish law. In this way the Water Court can be seen as a paradigm of common goods and cooperative justice.
