Abstract

This paper, after denouncing legal uncertainty, proposes criteria first in the sense that the possible litigation on claims of urban entities against owners end up being prosecuted only by the adminitrave judicial review; Second, in the sense that debts can be claimed before they were registered, and thirdly, to overcame current legal problems before civil courts of law.
