Abstract

From the moment Franco was proclaimed national leader on 29 September 1936, propaganda became increasingly important as a means of legitimising the �national cause�. Cultural policy, however, was to become an object of contention during the early years of the "New State", in the struggle for mastery of the core symbolic values of the state, through control of educational and cultural institutions and propaganda organisations. Amid these disputes over the definition of the scope of cultural production, the totalitarian policy promoted by the Falange became predominant. This policy aimed to create a "popular culture" and shape a "national consciousness", not only through indoctrination but also by establishing the concept of the "ideal man" and by encouraging people to conform to a model "life style", conceived by the Falange as the moral essence of their policy.
