This thesis in concerned with issues of economics of education. In particular, the first part of this thesis, Chapter 1, deals with problems of budget competition among sequential education stages. The second part of the thesis, Chapters 2 and 3, analyzes the relationship between tertiary education process, international migration of educated workers and income distribution. In Chapter 1 I study how the interplay between a political process and the possibility of acquiring private education affects poor households¿ welfare. In Chapter 2 I develop a normative analysis that studies how a government should react to the migration of tertiary educated workers.
