Zusammenfassung
This article deals, on the one hand, with some material conditions that explain the problems of Latin-American presidentialism and its development in Andean new constitutionalism. On the other hand, the article describes some of the solutions to these problems in national institutional organization and accountability regulations in the Constitutions of Venezuela and Ecuador. The Article is divided in three parts: Part I, issues the crises of representative democracy and popular activation in constitutional processes as elements of explanation of some constituent choices; Part II, describes the end of three-branches scheme of separation of powers in contemporary constitutionalism and presents the national distribution of power in Andean new constitutionalism; Part III, focuses on describing national institutional organization and accountability in the Constitutions of Venezuela and Ecuador.
